The party is proposing a combination mail-in and in-person election to be held June 3. Fundraising and public comment would begin immediately. The Florida Democratic Party knew ahead of the primary that its delegates would not be counted because it violated party rules by scheduling the vote too early.
Lets recap:
1.) Florida breaks the law, pushing ahead their election and putting out a vote without Obama on the ballot, and not having given him time to campaign. This was done in attempt to give their state a bigger impact in the primary.
2.) Both candidates agree to discount the votes and let things go.

4.) Hillary decides she is no longer OK with Florida & Michigan not counting
5.) a decision is made about how to re-vote
6.) end result: Florida gets their votes to have a bigger impact successfully by breaking the rules.
